Admiral Zai is coming to believe his former colleague, Colonel Radomir, was not just right about the Triumvirate, but may also be right that a new aether surge threatens a huge swath of the Shattered Isles. Radomir thinks the existing escalations may just be the beginning.

Janek Zai: "If he's right? That would mean the escalation island chains left unexplored will self-perpetuate like aetheric dynamos, growing more powerful until... well, I'm not sure what would happen."
Janek Zai: "Maybe another Upheaval for all I know. I'm going to need more Seismic Intel to determine where this is leading. I have deep suspicions."
